Governments should fortify and increase transition assistance for people in between jobs. This can be achieved through the provision of counseling and guidance, retraining, and business start-up support for displaced workers, among other mechanisms.
Sweden has Job Security Councils, nonprofit organizations set up across the country that provide counseling and guidance to unemployed persons. These councils are run by employers and employees, so they require cooperation by multiple parties in order to help transition laid-off workers.
